Huntington City Council: Your Legislative Body

Huntington City Council is the legislative branch of Huntington city government, which has operated under a strong-mayor form of government since 1985. The Council’s primary functions are to approve the city’s general fund budget, adopt ordinances and resolutions and confirm appointments to boards and commissions.

Meetings

Unless the meeting falls on a legal holiday, City Council is required, by charter, to meet at 7:30 p.m. on the second and fourth Monday of each month in Council chambers at City Hall. If a City Council meeting falls on a holiday, the meeting will be rescheduled for the next immediate business day at the same time. Special meetings may be called at any time, with reasonable notice by the mayor or the chairperson, upon the request of a majority of council. Meetings are televised live on channel 24 on the Comcast Cable system.

City Council Rules

Council proceedings subscribe to Robert’s Rules of Order. Speakers who are not members of Council are limited to five minutes on any permissible topic under the Good and Welfare portion of the meeting unless they are being questioned by a member of Council. Speakers are limited to three minutes when speaking on resolutions or ordinances unless they are being questioned by a member of Council. City Council, however, may grant an extension of time to any speaker.

Membership

City Council has 11 members, one from each of the nine municipal election districts and two members elected at-large.

Terms

City Council members are elected to four-year, non-staggered terms. Council members can serve up to three consecutive terms. The current term expires Dec. 31, 2020.

Committees

Council members serve on the following standing committees: Finance, Personnel, Public Works, Economic and Community Development, Public Safety, Recreation, Solid Waste Management and Planning and Zoning. Appointments to committees are made by the chairperson.

City of Excellence Microgrants

Each City Council member receives an annual allotment of $2,500 to distribute to neighborhood associations, nonprofit organizations and other groups for projects that benefit the community. For more information about the program, call the City Clerk’s Office at 304.696.5540 then press option 8 .
